So my question is how exactly do these loadouts work.
Are they completely new specs separate from your current, or are they guns/abilities you've actually unlocked.
Another way to word it is : Is it actually a "Hot-Full Skill reset" fully customized and loaded?

I do not understand the question. It does not appear to be relevant to Mass Effect 1, 2, or 3. If this pertains to Mass Effect: Andromeda, then I have no idea since the game is not out yet.

I'm really hoping for a dev response >.>;
I tweeted them as well. It's a really important thing...
Hot swapping your class/build instantly could really mess up the game imo.

I only watched a few MEA videos to avoid story spoilers, but my understanding is that we can assign powers as we see fit, 3 at a time (and we have to use points to unlock them, like before). Weapons and healing seem to be excluded from this, just like we're used to. So seeing that it should be possible to still play a class like we know it. I'm also not too fond of switching out powers on the fly, but if we actually have the freedom to both switch them all the time or stick to powers from a certain class, then I'm more than okay with it since it grants all players the way they want to play. Colours are used to indicate whether a power is tech, biotic etc., so people who want their classes consistent to those in the trilogy can do that if they want.
I'm not aware whether they showed any PC stuff if that would also be your question. Since I'm on console anyway I'm used to mapping only 3 powers all the time, and I don't actually know whether the PC version will be this limited from now on too.
