This is a subject that I haven't seen discussed before, but on a recent playthrough it has left me interested in the full extent of their capabilities. For those that need a recap: My interpretation is that they are capable of controlling a Reaper/Reapers, due to their dialogue. The video does show that they can at least render one inert, whether temporarily or not is unclear, but my question really is whether you think they can actually control a Reaper?

Control a reaper? Not sure. The best it could do is disable it like it did with the ships that were in the water and temporarily disable the shuttle.
One thing, and I've mentioned this a few times, its too bad Leviathan wasn't part of the main game. Have Shepard place the orbs on the ground when Harbinger shows up. Leviathan does its mind thing. Harbinger's eyes flicker for few moments before falling over

I always felt that Leviathan should have had N7 Missions after you complete the main story, each involving a different battlefield where you have to dominate Reaper forces through the use of the Orbs.
Also, I rewatched the scene again, this line stood out for me for why I think they can actually control a Reaper:

I think they can.
But its a bit of fumbling around like all of their dominations.
The Reapers could bumrush them and kick Leviathan ass. So Leviathan still needs to join the war.
EDIT: and yeah, missed opportunities with the vaguely expanded lore. Leviathans. Citadel Core. EDI-bots. Black Arks. Awakened Collectors.
Lots of stuff that could have added layers to the game.
Instead they gave us our last goodbye and rushed us along.

Instead they gave us our last goodbye and rushed us along. Yeah, it's a shame that they didn't make use of that lore for mini-missions at least. Could have expanded the SP quite nicely. I still wish they had given us a mini-story arc following Leviathan using N7 Maps, where you have to support Leviathan Enthrallment Teams as they work to build an army for the Leviathans. The more I think about the Leviathans, the more I'm convinced that they could control individual Reapers. It's definitely something to think about when it comes to my mods.

Nothing is stopping them from disabling Harbinger on a whim.

The fact that Leviathans can control the Reapers' minds conflicts with the Control ending.
After Shepard becomes an entity capable of controling Reapers, who will control who? Will Shepard control the Leviathans who had already possessed Reaper minds? Will Shepard be dominated instead? Or will there be Reapers free of Shepard's control, controlled solely by Leviathans?

I'd assume that their ability to control isn't permanent. Or rather, that they would have to be in the proximity to the Leviathan Orbs, for instance. Still a powerful ability even if it is localised to the region around the device.

Looks more like they simply overloaded the Reaper. Using all the orbs in a way similar to a DDoS attack
