I had a feeling this would happen, as it thrusts the Pathfinder into a more prominent leadership role, Tann and Addison so far haven't shown much in the way of competence. If we get to choose who's the boss at the end of the game, I'm either going with Nakmor Kesh or Tiran Kandros.

You can choose what Tann calls an ambassador for the Nexus to represent Initiative interests until a proper government is set up. They would hold most of the political power in Heleus. Your choices are, assuming all of them are alive: the Moshae Sjefa, August Bradley, Nakmor Kesh, or Zevin Raeka (lead Angara scientist, Mayor of Prodromos, Nexus Superintendent, and Salarian Pathfinder respectively.
