I hear the Avenger is deadly on full auto.
In reality probably not because we haven't even really been able to get our hands on all the guns yet, much less up to a high level with proper mods.

With the sheer amount of guns available, and different preferences for different people, there won't be such a thing as "the best" guns. Some might be hot garbage and some better than the average, but that's about it.
For personal experience, after being pretty weak in ME3, Mattock is back in business. Used it while playing the trial on Insanity, got lucky and found two of the best assault rifle mods for it during the first mission (+10% damage & +10% magazine size).

Think it will depend on your playstyle, sure some do more dps but have smaller clips/slow rate of fire. Others the opposite and others inbetween.
