So it shows there is a push to talk button but everyone's mic is always on anyways. Anyway to actually make it push to talk? Or just mute myself? I would press the push to talk button but it did nothing.

The ingame default on PC is open mic due to bad design from Biowares side. You can change this under the "Online" tab in Options.

They don't have to add it. It's already part of the engine.
