Should I get this on PS4 or PC?

Not with 8 GB of RAM. I have 16 and my RAM meter was 75% at times.

Its locked to 30 on the console. Even with all on low on PC you will still have a better exprience there I think, but that is my opinion.

If you like mods go with PC.

CPU will hold you back unfortunately, the 8GB of RAM won't help either but your 1060 is perfect for the game.

This is a hard one, you'll get bottlenecked by either the CPU/RAM but may get 60fps on Low-Med settings perhaps?

This won't look as good as the PS4 Pro version, but prob not much worse than the PS4/X1 version but at least you'll have 60fps still. I reckon go PC, and if you come across an extra $100 somewhere, grab an older i7+8GB stick of RAM and you'll be laughing your way to High settings in 60fps.

Can I refund it on origin if it doesn't work out?

If you're able to get it on PC, I'd go with PC but make no mistake, that's a personal preference.
