I would rather have Shepard in the game then having her/him voicing a VI

Never know. There could be Shepard VIs installed in clocks, coffee cups… even gun scopes!

After making a shot with a sniper rifle: "That was my favorite person on the Citadel."

Then people will want to Customize their Shepard VI because it won't look like theirs, so I doubt it will be in game.

Or maybe the VI has an interface malfunction, so we can hear what it says (with Hale's and Meer's voices) but not seeing it

I don't think any good urban life will be here the way it was done before.

Even though Mac is on the team again (he wrote a lot of this stuff).

I just don't buy Andromeda having this culture in a believable way. And if it does, it's just trying too hard to "recreate the magic" of original ME. Even that was trying hard to be very human like.. it was full of aliens acting like recognizable thugs and beat cops. But I'd hate to see them do the same thing, millions of light years away, with little signs of alien-ness.

Didn't the normal Shepard VI just have the generic face. I honestly can't remember.

Well they did it with Hawke, I am sure they can do it with Shepard. 

In some ways maybe but it wouldn't be the first time Hale's been brought in for only a hand-full of lines. Bastilla's had a couple of cameos since KotOR.
