So I've been playing the game yesterday, and noticed there is no option to turn off motion blur unlike in the trilogy. Here's how you do it. Simply go to the main folder where the Andromeda exe and trial exe is, create a new txt file and rename it user.cfg, and add the following lines:
WorldRender.MotionBlurEnable 0
WorldRender.MotionBlurQuality 0
WorldRender.MotionBlurMaxSampleCount 0

You can add a few more lines to further improve fps. This, as well as turning down post process quality to medium, helped reduce input lag and the game feels much smoother.
