I was told to "check the loadout screen" but all it allows me to do is select armor and select the paint job for the Nomad :\ I can see the Weapons screen where they allow me to press "X" for modding.

You should be able to mod armour the same way you do guns. If its moddable it has a slot on it and you can put a mod in it. Armor mods are a bit more rare than the ones for guns though. Not really sure about the Nomad, haven't tinkered with it yet.

Nomad doesn't have "mods". They just have upgrades, which you can unlock at the Research station. So feel free to buy everything as it will all be applied. And, yes, armor is the same as weapons. If it has a mod slot, you can put stuff in at the loadout.
