Cant fix scan power relay it says its complete.

So i started a new toon, after wanting to switch to the class that starts with charge. My quest log says I have the same quests my other character has and that toon is just after planetfall. In my new game I cant use my scanner to find the power relay problem at the start of the game to continue.
I cant even complete the prologue.
