Like the title says.
If I go full offensive/damage evolution to max out Energy Drain damage and effectiveness on Shields both in its tree and in the passives tree, the face of the matter is that I should be able to take down all non boss shields completely with a cloak and cast. And I can't. Most of them barely get close to half.
Solution: Bioware should think about changing Energy Drain and its supportive passives with something in the area of a buff to the base damage AND with all of the evolutions that increase effectiveness against shields, make it a multiplier so that it's significantly more powerful, not a base increase. Because right now, the only viable power tree is the recharge, priming, and ally shield.
Offensive load out does literally nothing.

I was feeling the same, it's greatly underpowered compared to how ED was in ME3, although the bonus this time is that it gives you back shield even if used on organic enemies with no shields. I guess it's a tradeoff. I use it mostly as an emergency panic button to escape shieldgate, or to hit an enemy behind cover

I use it mostly as an emergency panic button to escape shieldgate, or to hit an enemy behind cover I did notice that, and it is really nice, but the fact that the offensive load out is a no contest with a defensive/support evolution is what the issue is. Plus, I really do believe the infiltrator should be able to take down anyone's shields with a cloak and full ED offensive tree. Especially with his forced third power being a non cooldown consumable. There's nothing else to do while you wait to Drain again. Incinerate also looks/feels like it needs a similar buff. Not the taking down entire armor, but multipliers and a base buff. Also because of the lack of a third cooldown power on the humans. The Krogan engineer can benefit from the buff too/would be nice.
