The planet viability is 100% but it's still full of Kett and I feel like I have achieved nothing. Everytime I kill all the Kett in the area and leave, when I come back the area is full of Kett again as if I did nothing in that area.
Very annoying.

Yea, I also hate respawns in areas that are pacified. I don't really know why games still do it (and a lot of them make that mistake). Who ever thought it was fun to fight (or not fight but get annoyed by) the same enemies in the same spots over and over again?

Yeah, this would be like if in Dragon Age: Inquision, you close a rift but the demons still respawn and fill the area.
I didn't mind enemies still in the areas, because once I closed a rift, the demons wouldn't respawn. Usually it was just mercenary factions and rebel groups, or wildlife. That's fine and whatever.
It's just another little lack of attention to detail in this game.

It is a bit annoying.
I cleared out a Kett base on Eos and after killing everything in it, had to then fight a mob of respawned Khet on the ground floor while heading back to the Nomad. The respawns don't even wait for you to leave the planet and come back.

Personally I like it as I can continue to gather XP. Yeah, I don't know if this is comperable to inFamous or inFamous 2 but there if you pacified the entire map and beat the game but still had some XP left to grind you were pretty much fresh out of luck as they would literally be nothing left for you to fight. Now obviously genre probably plays a role. One game's a sandbox, the other's an RPG. Still though. They should have some areas with remaining (but reduced) enemy numbers, just in case.

You can't clear out an entire planet, but there should definitely be fewer pockets with reduced enemies.
Right now, 100% Planet Viabilty means nothing more than completing a few missions, activating a couple of monoliths, and then pushing a button in a vault.
Nothing else really changes.
