It didn't happen to me until I maxxed out all the rare cards. I did notice this happening on the regular Advanced packs that drop uncommon especially if I just spammed the button and did not wait for the "Connecting" popup

No, not even close. I'm just get predominantly Consumables (Blue, no diamonds) cards and zip/zero/zilch Rares (Gold, 3 diamonds) no matter what pack I purchase. Welp, you did get two level 3 consumables, which SHOULD be gold colored. You also got a level 2 consumable. Thats 2 rares and 1 uncommon. Unfortunately, it still sucks and shouldn't happen often imo. Based on my understanding of this game, unlike ME3MP, MEAMP doesn't count Boosters III and IV as Rares . This is based upon EA Support Chat contact, the Prima Guide, and the presentation of your own manifest in-game. Rares are denoted by a Gold Star, 3 Diamonds. Boosters, regardless of their status I through IV, are assigned a Blue Card, no diamonds. If you're correct and EA Support is mal-informed on their own game (well within high probabilities), like you said, "it sucks" and is misrepresented in all the published documentation I've seen. Certainly NOT worth real cold currency for 1 game expendables. If you have it documented officially by EA/Origin that similar to ME3MP, Level III and Level IV are Rares, then it's mystery solved, the question answered, the problem resolved, the case is closed.

The only reason why I say that the boosters are Uncommon/Rare/Ultra Rare is because when you are equipping them, they show the right color icons. (brown/silver/gold/silver red stripe)
Its only the cards in the packs that are all blue/common.

The only reason why I say that the boosters are Uncommon/Rare/Ultra Rare is because when you are equipping them, they show the right color icons. You're putting the biscuits in the basket on that. So many minor changes that would have made the game immensely more enjoyable, that are missing. You know, having EA Support send their gamers with problems to this "Unofficial MEA Forum" for resolution, may have been their smartest move recently.

And regardless, it's an important departure from how the packs worked in ME3, where you would only get rare consumables if your rare unlocks were maxed. If your case where Rares (let alone URs) aren't maxed and you're getting consumables in lieu of unlocks is just an example of the system Working As Intended™ rather than a store glitch as you were initially told by EA support, people need to be made aware of this change. I don't think many people will be willing to put money down chasing that Hurricane X knowing that odds are they'll get Cryo IV ammo instead. If I were you, I'd continue to pursue either reimbursement or compensation from EA otherwise, seeing how this is an unpublicized change -- but it's your money.

I'll continue to pursue this with EA Support. Maybe I can get them to refund/credit to make me go away, but I very much doubt it.

Silly me. I thought we'd figured this out - AND THEN - I decided to spend the remainder of my cash-for-Andromeda Points booty. Unless EA/Bioware is counting the UPGRADE +1 CHARACTER RESPECT as a RARE, the MEAMP Store is routinely ripping off its clients.
Example - Premium Pack with only 1 Rare - UPGRADE - +1 CHARACTER RESPECT - SUPPLIES - +1 REVIVE PACK - SNIPER RIFLE MOD - SR SCOPE VII (considered a COMMON) - BOOSTER - PISTOL RAIL AMP II (considered an UNCOMMON) - BOOSTER - STRENGTH ENHANCER III (considered a RARE)
I have several videos of these PREMIUM RIP OFF PACKS courtesy of your EA corporate fiends at MEAMP Store.
Still awaiting contact from 'Tech Support'.
What do you think, aryantes? Is a CHARACTER RESPEC CARD going to be called a RARE??? Has anyone discovered the method to review your inventory for CHARACTER RESPEC CARDS? I can see everything else under MEA --> Multiplayer --> Prestige --> Collections.

As you mention, there is no indication of how many respec kits you have
