I find it odd that the developer finally gave us some weapon stats in-game, but removed the cooldown times information instead.
Anyone figure out how the cooldown percentage reduction works?
Like, if you took Biotic Charge's ranks 2 and 6 cooldown reduction bonuses of 35% and 75% respectively, what is the final cooldown time?
Also, how does it factor with the weight penalty?

I asked a similar question in the "stupid" questions thread: bsn.boards.net/post/453988/threadI think you'll have to do the math yourself by multiplying the cooldown restriction if you're over-weight with your cooldown reduction bonuses.

I think it's cooldown "rate" boost rather than hard cooldown reduction.
So, 100% CDR = your cooldown is halved, i.e. you cast twice as often. 200% CDR = your cooldown is about 1/3rd, i.e. you cast thrice as often.
Basically, think of it in terms "casts per second." So let's say throw, at a 10 second cooldown is 0.1 casts per second. At 100% CDR it becomes .2 casts per second, or a 5 second cooldown. At 200% CDR it becomes .3 casts per second, or a 3.33333... second cooldown.
I suspect that the weight based penalty is just additive with the regular cooldown reduction.

I guess I will level up my vanguard and test it with a stopwatch.
