Who is Conrad Verner? Is he DLC guy or how I have missed him? I can't remember talking to that guy in any of the games.

No, he's not part of a DLC. He first appears at the top of the stairs in the upper markets in the Citadel in ME1 asking Shepard for an autograph. Whether or not you see him after that depends on how you respond.

He's Shepards' number one fan. You can talk with him in ME1. No dlc is needed

Ohhh that guy. Didn't realise that he makes comeback in other ME games aswell. He really has quite a role over the three games. If you give him the autograph, he will appear again in ME1 asking for a picture. If you give him the picture, he will appear asking to join the spectres. If you respond there in such a way that they doesn't wind up going off and getting killed, he'll appear in ME2 in the Eternity Bar on Illium. Do that quest in ME2; and in ME3, trigger the quest that requires you to fix the medi-gel dispensers, he will appear in the Docks Refugee Holding area. If you trigger him there, be sure to click on him multiple times during that conversation (particularly if you're a FemShep) as he has lots of really great dialogue. His ultimate fate depends a lot on whether or not you did the quest with Jenna and Chellick in ME1. He also actually also makes an appearance in the Citadel DLC talking with Sha'ira, but he is not identified by name there. |
