I think it's mentioned in the manual but probably not explained very well...
The game hides it quite well, as you have to cycle through a few menus - so it's clumsy
Note: I'm using a DS4 controller on a PC, which shows the XBox buttons - so I might have some of these wrong..
Start off in your Skill Menu and make sure you have the loadout you want.
Next, switch to Profiles, the next item at the top, in the menu.
Cycle down through the list of what 'class' you want and check the stats on the right - so that you now have the class checkmark selected with the loadout you just selected.
Exit the menu...
Open the Weapon Wheel - PC->TAB, PS4 -> touchpad? XBox the double window icon? Next view Favorites - PC-> X, PS4-> Square, XBox -> X it's a wheel, with 4 places to save/store a loadout and profile.
You could, for example have a loadout that you matched with one class, but use the same loadout matched to another class as well.
Note, if you respec, you'll have to go through the whole thing again.

Thanks! Now how do I change them in combat? To switch you just call up the weapon/consumables wheel and you'll see the button below it to get to the profile selection wheel.

Thanks! Now how do I change them in combat? Same thing - Open the Weapon Wheel, select favorites... cumbersome. You'd think on the PC there'd be a keypress or keybinding just to access favorites. Doesn't seem possible via the controller though.

I try to spec profiles that are broadly situational, so I don't have to swap every 10 seconds: I have 3 favorites so far: It's working pretty well.
I spec left side with a primer, right side with a detonator and centre is usually Tactical Cloak or a 'get out of trouble' power.
