Watched vids opening Premium, and opened Expert myself..
Based on observation alone, content seems to be:
Expert: 1 card that is 90% rare 10% Ultra rare. 2 cards that are x% supplies y% common z% uncommon. 2 cards that are 100% supplies.
Premium: 2 cards that are 90% rare 10% Ultra rare. 2 cards that are x% supplies y% common z% uncommon. 1 cards that is 100% supplies.
(Premium is still best if you use $/Andromeda points, obviously.)

its stated that the ultra rare chance is higher, and i tend to believe it.
i opened around 5 premiums and around 15 experts as of yet and i got 1 ultra rare out of expert packs and 4 out of premium
its RNG though, so well... it can go either way

Hunting rares, 100k will buy you either ...
2 Expert packs yielding 2 R/UR + 4 common/uncommon/supplies + 4 supplies ...
Or ...
1 Premium pack yielding 2 R/UR + 2 common/uncommon/supplies + 1 supply.
My commons are maxed, my uncommons will be maxed before I move to Expert packs, so I expect to see something like this for 100K in Expert packs ...
2 Expert packs yielding 2 R/UR + 8 consumables (counting boosters as supplies) ...
Which should keep me in adequate consumables to max out my rares, given what consumables I will have once finishing with the advanced packs and maxing out my uncommons (est two weeks from now to max the uncommons).
Once my rares are maxed, if (and it's a big if) the Premium packs really do give me a better chance at URs, then I will switch to the Premium pack to finish out my manifest. That might require a periodic purchase of a supply pack/basic pack to replenish some of my consumables, but that seems the best way for me to get the weapons and mods I want, while keeping my consumables at a sufficient level. If it turns out that the better UR drop is a lie ... like it was for "Premium Spectre Packs" in ME3MP ... then I'll just skip the Premium pack and stick with the Expert pack.
By the time I max my rares, I'm guessing we'll have an idea whether or not Premium packs are in fact, Premium ... or just a lie.

I was wondering about the same question.
in ME3 each golden card had a 7,5 % chance to give you an Ultra Rare. So if you had 2 cards in the premium pack, you had 2x 7,5% chance to get an UR (not to confuse with 1x 15% chance).
Consequently, the "expert pack" which contained 1x golden card was 60k credits (and not 50k).
If you apply this fact to Andromeda, OP would be right. Because totally you are getting more things out of 2x expert packs while having the same chance on an UR (per spent money).
And the ingame text would be correct, too. Because of course the Premium packs have a higher chance on an UR (100% higher) but they cost 100% more.
But I doubt that Bioware (EA) is so stupid, right? I mean if this was true, nobody would ever buy the Premium Packs.

Well I had a streak where I got 3 n7's in a row from expert packs. Obviosuly that was just lucky though. But my drop rates from the premium packs have not been very good. Not noticably better than from expert packs anyway. But obviosuly it's hard to say uless you've opened hundreds of packs and written down the drop rates.

Hmm ok best pack so far! Expert Pack with 1 rare + 1 N7 (so the system is not like described in OP.) Nice if you can report any strange packs you get, so we can try to figure this out.

Okay, I threw money at the screen and this is what happened (Origin Access 10% discount FTW). 24k Andramada points, 80 Premium packs opened, 160 possible UR slots, 16 UR cards 'obtained'. So, from my limited sample size point of view, chances should be around 10% per slot in Premium packs. Also, Hurricane III bitches.

There used to be an ongoing project for ME3MP that collected thousands of pack data. Don't know if MEAMP will survive long enough for one.

I prefer getting Expert packs. I can buy one after every Gold match, I get twice the supplies and consumables, and twice the likelihood of upgrading my Uncommon stuff. Just my two cents.

I had almost a full manifest in 3 until they dumped all the N7 weapons into the pool but this UR grind is insane for a game that was just released. What's sad is that it's needing to get the character cards to X to get the 23 additional skill points that's really hurting my enjoyment the most. At this point without weekly community events rewarding N7 weapons, the only way I can see to reward players is to offer a few N7 weapons in the store each week and you can only buy 1 that week using mission funds. This would at least reduce the RNG slightly and give more value to APEX missions.

Something really needs to be done, if you're gonna have that many ultra rares at least make them worth a damn, right now the majority of them are just troll items and you go from getting exited about getting an n7 card to being fucking pissed that you recieved a garbage item you'll never use after grinding 10 gold runs to earn it. Also many of the classes do in now way deserve to be n7 status, aside from the angaran avenger they are hella average, and the asari duelist and krogan gladiator don't even have unique powers, just a different melee animation.

IIRC, ME3MP had quite a few of the weapons and characters added afterwards through DLC updates. The initial pool was nowhere near as big and if you'd started grinding Gold early then you would statistically grab the original awesome guns faster. Now in MEAMP we pretty much have the entire arsenal available to us from the get go. Every weapon and character becomes way diluted than before.
