a level 1 character has a point on every skill/powers, is it possible to remove a point from a skill/power and leave it without any point , so there are more points to put on the other powers?

Not at the moment. Respec Cards only let you respec what you changed. Each skill still has one point in it. But a character X can still be specced as 6/6/1/6/6. So at least there is that leeway

I'm not thrilled about three points already being applied ... they did that originally in ME3MP with one point applied ... then they backed off after we complained. But with 85 points versus 84, I don't care so much now. Eventually I will either have a 6/6/6/6/1 (in whatever combination) or some variation that boosts the fifth tree at the expense of one or two of the others, leaving a point or points unused.
So using the respec card on a level 20 character (with level X card draw) ... won't be a big deal. And since promotion isn't a thing ... once I level a character up, it will stay at 20 ... lack of total point removal by the respec card won't matter. Hopefully my builds will be good enough that I won't have to buy respec cards ... just get the cards from the RNG store to do the respecs I want to try out. Eventually, MFs will be a good way to buy respec cards ... but for now, reserving those for gear buys.
