Weapon mods are extremely rare in this game. I had to unlock every common character and weapons to level 10 before I would unlock most of the common weapon mods.
But if you want uncommon or rare weapons mods the best packs to buy are the premium packs. I've gotten the shotgun and the sniper barrel from them recently and have bought about 6 of them.
Also bioware are trolls for making everything go to rank 10, this grind will be unbearable for new players when all the dlcs have come out.

There's also the fact that higher level packs only give you +1 consumables. Not like +3 and +5 for ME3MP. I think I'll stock up and wait to see if that changes.

I prefer the advanced packs for my uncommons. I maxed all my commons in five days (no early access). In that process, I got a few uncommons. Now I'm just buying advanced packs ... it should take less than two weeks to max my uncommons, to include the mods. After that, I'll go to the Expert packs to get my rares ... to include the mods.
There really are not that many uncommons to max ... including the 8 mods. I don't expect any DLC to add to uncommons ... instead, rares and URs. So I'll get the uncommons maxed in the fastest way possible, stock up on consumables, then switch to Expert packs for the rares. By the time I max the rares, we should have some decent idea whether or not the Premium packs actually have a higher UR drop rate per credit than the Expert packs.

I'm not sure what they were thinking and what is the point of this BS. The only thing it does is discouraging people to actually use their consumables. Even if you have credits to buy them, it turns into a horrible chore to open that many packs to get some decent supply. A very bad design decision IMO, has to be patched. I hope we get something aka jumbo packs in the store eventually.
