Dunno, but likely.

On PC, they are tied to your Origin account, so if you didn't play on that account you wouldn't get the loyalty stuff.

I would expect the same to hold true for the consoles.

You go to the store and claim the packs there as far as I recall. I didn't know either, so I was playing without my packs and gear for a while lol but then I stumbled into it randomly, so yeah, at the store, go there.
