So I searched around a bit and didn't see anything on this topic sorry if it's been talked about already. Is the pack system the same as ME3 where you can buy "bronze packs" Till you get all the bronze items so when you buy the silver packs you don't get bronze items in them and feel like you just wasted more credits on that pack?

It kind of works like that. But the silver or advanced packs guarantee an uncommon item. So you are always guaranteed an uncommon or silver item in the advanced pack. The common items shouldn't replace that. As far as I know, that is how it works in ME3. I guess what might happen is that once you max out common items there is a greater chance that more than one uncommon item might drop in the advanced pack. I don't know if that was ever confirmed in ME3 and if it works that way in MEA.
Although, you should note, that it seems like the game may consider consumables as uncommon/common/rare/ultra rare items now. There is a thread explaining that you can get ultra rare consumables (level IV) as your ultra rare item in the premium pack. So there is that to contend with now. I don't know if that thread has been updated to say otherwise.
