I can't remember what the default "evade" key is, as I rebound mine the first minute. Friend of mine had it bound to.. mouse scroll? Or something with the mouse, and it rarely worked if ever. He had to change it to something off his mouse ensure it worked every time. Still not sure if this was a Mouse specific issue or an in game one.
As far I as I know, I've never known how to disable console command key (and no it wasn't a thing in ME3 I don't think) How are you hitting it accidentally? Pressing 1 key? You could try rebinding your 1 to something else, but I know how annoying it is to switch up keybinds once you're used to them lol. Anyway, yea remembering to press tilde again to close the command console in the middle of a fight is hectic and annoying, I agree.
As far as your caps lock key is concerned, yeah that might be a mouse/keyboard specific problem. I have ammo packs bound to my capslock myself, and haven't had any issues. I'd check your razer software for your mouse/keyboard and see if you can figure it out from there.
Sorry I couldn't be more help, but for general a purpose tip in case you run into it at some point: I and my same friend had issues where the "Tap (insert button) to break free" after being grabbed has bugged on PC for both of us; where nothing shows up and there's no breaking free. I had to reset keybindings to fix it.

How are you hitting it accidentally? Pressing 1 key? You got it! Anyways, by the time I realize that I've hit it, I'm either dead, dying or there's a huge streak of attempted key presses across my screen. Yeah I was complainging about this from the first hour of my trial. I used a blunt knife to lever the tilde key off my keyboard. It's cheap so i dont care -- but on a Razor i understand that's no option. I guess you could try moving powers from 123 to 234. Put some distance between? Evade move is the middle mouse button when pressed. Takes a bit to get used to but it is indispensable in silver/gold. Great ability!

Couple of folks I play with have that issue. It doesn't affect me, because "1" and the other numbers that activate powers are tied to my mouse buttons, so I don't use the numbers on my keyboard.
One friend physically removed the tilde key (mechanical keyboard).
The other has not. And continues to die, at least once a match from hitting the tilde key.
They both have programmable gaming mice, but use the number keys anyway. If removing a key is not your thing (wouldn't be my choice), having your mouse buttons programmed to your powers seems to be the best way to go.

The same thing happens to me.
There's a thread somewhere about rebinding keys by editing an ini or equivalent file. I think SalMasRac ThirdRace knows how to do it.
When I have a moment I'm going to move it far away and also change the "Button_Mash" from E to F so that I can actually escape from the dogs. Classic Bioware inelegant design to put it on the Use button instead of the Melee. Especially when it was the melee button that we all learned to use in ME3 to escape husks.

I also need to unbind the console as it has gotten me killed in MP many times.
