Game lore states that the Chantry named the current Age "Dragon Age" due to the sighting of the first dragon since they were believed to have gone extinct. Dragons symbolize a time of great change and upheaval.
Thus far, we've since a Blight led by an Archdemon, renewed aggression by the Qunari who seem to have ties to dragons, and Mythal/Flemeth (represented by a dragon) having a guiding hand in the events of the current Age. In each passing game we've encountered MORE and MORE dragons too, so they are coming back.
But Solas seems to have stolen the show in many ways. We seem to be getting away from dragon aspect of Dragon Age, and dealing more with the Elven gods and the rise of the Dread Wolf.
I would really like to see DA4 get back to the roots of dragons being the centerpiece of the change and upheaval going on in the current Age. There are still 2 Old Gods left, and Jaws of Hakkon showed us that binding a powerful enough spirit into a dragon makes them just as powerful as an Old God. Trespasser seemed to indicate that it was the ancient Elves who drove the dwarves underground, and they waged wars with the Titans. Perhaps they were driven underground due to Dragons commanding the skies under the control of the Elves? I could explain why the dwarves have an ingrained fear of the sky.

I like your theory about Dwarven fear of the sky.
But to answer the matter at hand. Yes. I think the Dragon Age could still have very much to do with Dragons still and the Archdemons/ Old God revelations still to come. I feel like personally that, even though the main movers and shakers probably *won't* be Dragons that they still have a significant roll to play. And the fact they may have 'gone quiet' in a sense of the lore of the game has more to do with them coming on so strongly in the first game, since then we have had to get intorudced to all the major players. Elven Gods versus Titans versus the various Dragon Gods we have seen running around. Its a scenario we could easily see in future Dragon Age games.

Solas has momentarily taken the spotlight, but keep in mind that the next game will be taking place in Tevinter while a qunari invasion happens, that makes it the Grand Central station of all things dragon related in this setting.

Actually with Solas' plans centring around removing the Veil and restoring the world of the elves, he is very much in keeping with the symbolism of the Dragon Age being a time of great change. Before the Veil the dragons ruled the skies. The Evanuris are likely to be released and their favourite alternate form was that of a dragon. They may also have commanded other dragons.
DAI in the end only comprised half the story according to DG. If you look back to the first trailer for DAI in 2013, it shows the Veil being ripped apart, fireballs dropping from the sky (Solas' fiery chaos maybe?) and a big, mean looking dragon seemingly having emerged from the Fade offering a challenge. The sky is uniformly dark and menacing, suggesting the merging of the two realms, just as you saw if you did Hushed Whispers. At the end Morrigan says "will you stand against the dark or lead this world to its bitter end?" Despite all her dread proclamations in DAI, I never got the sense of imminent world apocalypse as seemed to be shown in that trailer, so even if it doesn't occur in the next game, I do wonder if the culmination of the Dragon Age will be Solas dropping the Veil and the hero trying to salvage the situation.
Still, as others have pointed out, Tevinter has a long association with dragons. If they do the scenery correctly according to the lore, then we should be seeing dragon iconography everywhere, on buildings, in pictures, statues. May be we will finally discover the truth about the kossith/qunari relationship with dragons. Also, as shown in Trespasser, the Qunari aren't above using dragons to produce gaatlok and likely other weapons as well. I wouldn't be surprised if another dragon cults pops up as well. So dragon symbolism should abound in the next game.
