Playing on XB1, for reference.
So me and my friend want to play games on MP with other randoms, however whenever e start a custom lobby and wait for people to join, NO ONE joins, we've waited 10 minutes for someone to join, maybe even longer, and yet no one has joined. So in order to get around this, I started searching for MP games with lobbies that weren't full, and this proves to be frustrating, because we shouldn't have to click A then B 3 times and repeat this process until we get lucky and find a game.
Either fix the way Custom Lobbies word, or make it to where me and a party can search for MP games without being in a custom lobby.

Yep it's a known issue. Most of us believe this is related to the queue priority algorithm being used at the moment. The game will attempt to fill up 3-man groups first or at least it's what the matchmaking system appears to be doing.

The work around is to simultaneously search for a custom game with the same parameters. It doesn't work every time, but the chance of adding to the same lobby are pretty good.

Here's what I do. Start the game, invite your friend, after he joins.. the lobby will fill with randoms. Works every time, 100% of the time.

The issue I have with 3 player groups, if they are in progress (green check on) and I try to join, every friggin time the game will crash and send me back to the dashboard |

Playing last night (PS4) friend made a custom lobby, I join. Swap it to public and no PUGs join... We did a two-person game, at the end the lobby briefly showed PUGs trying to join, but then they stopped and it remained with the spinning wheels.
Host swapped the map type, and hey presto PUGs started joining again.
So try getting the host to change the mission parameters, and see if that kicks off (back-end stuff) a refresh to your queue.

I had this occur once. Sat there with a buddy for solid 15 minutes, bitching about how the devs could not include some sort of party system so that you can que together. Than my friend started to go through his settings and found he had something like "show as offline" marked on his ps4.
He changed that to the standard setting and within a few seconds we had a full party.
No idea whether this is coincidence or his settings really somehow kept people from joining... But we haven't had any trouble since.
