Ultra Rare...
Vanquisher is rare and a very good sniper but penetration mod does not work on it whereas it does on the BW (at least on ps4)...

Widow is an Uncommon so you have a chance to get it from Basic packs, or a better chance in the 20K pack whose name I can never remember.
Black Widow is an Ultra-Rare (N7) so you have a chance to get it in the 50K pack, or a better chance in the 100K pack.
Basically every item rarity has "a small chance" to drop in the pack of one rarity level lower.
