I think he was one of the best as far as well-written and voice acted.
I wonder though, could he be the benefactor? He first says Jien was killed before getting out of cryo when they hit the scourge. He specifically says she was killed in the events of hitting the scourge before getting out of cryo. Then later he changes that abit saying she was killed after getting out of cryo when the scourge hit.
I noticed that on the first playthrough and then looked for this on the second playthrough to make sure I wasn't confused about this. Salarians are known for their spy/subterfuge. He could have had the others in the succession murdered. Did he have an arrangement for Reyes to kill Jien? (human killed her). Is he really just an accountant?
So either he lied about her death (because he's either guilty or because he's being politically tactful to avoid panic at Jien being murdered) or he's just misinformed and sometime between the first time he brings up her death and the second time you talk to him about it he may have gotten different information. Or he's guilty in some way.
Just a thought to throw out there.
