I knew straight away it was a visual bug. It's feature they carried forward from me3mp, they decided to deliberately include it in this game.

I think later in the day after I posted this, I tried to see if I would get shot at after activating it. You guys are right, it is just the visual, I was still unseen even though my character was visible to me.
And thanks for the link to report issues.
