Does it only trigger after the Hunting the Archon/Find meridian quest?
I did all her side quests and whatnot and the journal says we are in a committed relationship but nothing else happened

Companion interaction scenes are generally gated by two things: a) crit path mission progress and  loyalty mission progress. I don't think there's any spoiler in saying that pretty much all of the romances culminate immediately before the "point of no return" crit path mission. |

I finished the game, and I believe the quest is called "Peebee: Spirits". Read the email you received from Peebee, then go to your pathfinder's quarters and find the gift she sent you. Interacting with it will trigger the romance scene.
