Has anyone successfully dropped into a lobby with a host from what would be considered outside their region?
I'm finding my experience here to be similar to DAIMP. It's still early days but on 3 occasions now, I've attempted to play in what would be considered irregular hours in the UK, and I find it impossible to get into a game. On one of those occasions, I kept dropping into the same lobby with a UK host.
I'd like to hear your experiences.

Would make sense to lock it down for random PUG'ing, given how sensitive some people report the Host's connections seems to be. We've done private matches with a player from India, with us being based in Europe without issue though. The player noted that he was matched with asian people typically, but even then they had very poor connections (200-300ms pings), but with us in Europe, he was doing a comfortable 120-150ms

Not good if true.

I seriously hope it's just weirdness and coincidence so far, because I don't find ME 3 MP games whenever I look just because half of Canada is still playing.
If ME:A MP has any hope for longevity, it can't be region-locked.

I'm pretty sure I've been dropped into lobbies hosted from the fucking Moon.

Never had problems finding a game, but matchmaking sure feels weird. Most often than not, when I leave a lobby and then search for a game, I keep dropping in the same ones.
But it would seem that I've played with players from other regions.

That really depends if russia were to fall into the same region as germany. If yes, region lock. If not, region unlock.

Most likely there is a sort of Region Lock in place here, based on ping. I come across the same couple of names pugging Gold quite often, and when I try to pug at odd hours in my region (Brazil) it is usually primetime in North America's West Coast so one could imagine there should be plenty of players around, yet I sometimes just can't find matches. While I understand this helps manage lag in public games, I still think this Lock should be less strict and allow people to at least find matches outside their region as a last resort. After all, playing with lag is by and larger better than not playing at all.
This Region Lock is not as visible as DAIMP's likely due to the larger pool of players per region at this very moment, and hopefully if Bioware manages to do a good job things are not going to go downhill like DAIMP's case.
Now one good thing about this Lock in place in MEAMP is that unlike DAIMP, here you can still invite people from other regions to play with you; they will not end up in a black screen that will prevent them from entering a cross-region lobby.

I tend to agree. I always end up playing with brazilians (region being south america) if I hit quick match. And if I try to create a lobby no one ever joins, only time people will join is if the host leaves and pass the "torch" to me, otherwise is GG. It's quite annoying not being able to host actually. Priority should be region, but if there's no one available the game should find the best possible lobby outside that region.
