since Incinerate inherently does way more damage against armor (not displayed in the ingame text) you definitely should boost that further because it is a percentage and not absolute value.
by the way, regarding the 6th evolution:
I went for the double incinerate. Because I have tested it and noticed that (unlike the text says) they often both seek the SAME target when no other enemy is around which should double the damage - but I am not sure on that one. I am confused because in ME3 "splitting" a power usually decreases the single damage a little bit (probably because double damage would be OP) and this is even mentioned in the text.
Has anyone made good experience with the 6a (detonation) option?

I don't think it's worth putting points into compared to sticky grenades or the passives, I just keep it at 1 and use it for a quick stagger. Even if you go max damage and fire it from cloak it's still pretty dissapoitning damag I think..
As for double incinerate when I used it they looked like they sometimes would go for tthe same target but the damage didn't make it look like the targets got hit by both. Or maybe they did and incinerate is just so weak that even 2 didn't help much..
