The glitch is that it doesn't work.

Specifically, try a Hurricane on a Turian on-host. Then take that kit into a GiP. You'll probably see a difference. If not, you got lucky. Try again.

This needs some testing, offhost drell with 30% headshot bonuses that should be easy to notice if it works or not, ofc theres that lagggg thingy that effects too.

It is easily noticeable with vanguards off host when force bonuses are missing. Sometimes these phantoms just do not want to stagger. I'm not sure your turian rules apply universally to all passives. But they surely are glitchy and sometimes do not work.
