Does new game+ increase the number of enemies/mini bosses?

In games like Arkham City/Arkham Knight, the new game plus mode hits you with more enemies and typically more of the difficult enemies.

I was a little disappointed in the amount of harder enemies we face in the open world as most them are just basic grunts. There are rarely any of the mechs or Kett Ascendant so I'm hoping this changes in new game plus. I opted to go hard core halfway through the game to make it more fun because I felt so overpowered.

I would rather new game plus just provide a higher frequency of the difficult enemies as opposed to doing insanity where a basic Kett Chosen becomes a demigod

(I also wish the Roekaar had some kind of mini boss like fighting an anagran shuttle)
