I must have skipped a dialogue on explaining why they surrendered, but why did they surrender? Or why the Kett was negotiating with asari? I guess my question is really what the Kett could possibly offer to them for surrendering?

The salarians surrendered because their unarmed ark ran into an armed Kett armada so it was seen that surrendering was better so they could survive and maybe fight another day. The asari Pathfinder tried negotiating with the Kett but was attacked and killed as a result. The Kett offered survival. Surrender and be spared, or fight and die. The Kett as a whole don't want to kill everyone, but to exalt those seen as worthy and add them to their empire and race. That's why they played nice with the Angara at first, until they were in prime conditions and suddenly attacked them destroying their official army and navy.

Very foolish. The only plausible explanation is that Milky Way governments were diligent in making sure a private group didn't have capital ship weapons. But they still should have had other defensive systems and security forces. At least there are weapons lockers

At least there are weapons lockers Even then, after the arrival in Andromeda it makes zero sense AI ships stays unarmed, especially after the Scourge, the Kett and the Insurrection on the Nexus. It’s as logic as staying pants down to defend yourself. If I could, I would strap a beefed up Soned on the Nomad, chaffs and callies on the Tempest, and GARDIAN systems and kinetic batteries on arks and Nexus, at least. This way, just to start, the Archon couldn’t have kidnapped your twin that easily and reach Meridian…
