If aliens showed up on earth tomorrow telling us they came in peace but had obvious armaments on their ships, I'd be terrified to think of what my country's current administration's reaction would be. And if they were kett? Still flying under an initial banner of peace? Shouldn't be attacked on sight. You don't know a group is combative until they start engaging in combative behavior. In hindsight we'd be better off killing them before they tried to kill us, but if we're wrong then we just ruined first contact by trying to kill a peaceful alien species. Rules of engagement exist for a reason. Farmers and shepherds walking around in Iraq and Afghanistan with AKs on them don't get automatically blasted on sight because we know not every armed person means you harm.

Are you actually asking me who in this scenario will attack on sight as in there definitely will be a party that acts and you want to know who? Or are you asking me if anyone would think it to be a good idea to attack on sight? To the former, my understanding is the Kett initially approached the angaara under false pretenses so I'm inclined to say they would do the same in this scenario. First Contact War, if talking about the Systems Alliance during the events of Andromeda...I don't know, they weren't the ones who traveled to a new galaxy or had the Kett arrive at theirs, though I imagine their experience in the First Contact War would make them weary of attacking straight away. Again, my example was about modern day earth seeing a far more advanced species arriving in or near our atmosphere, I don't think the principle is the same because of the technological gap between a fictional advanced society from a video game and real life. As to what the other poster meant...If I misunderstood then fair enough, I can't read into his comment anymore than what I took at face value. If you care to elaborate for him, I'd be happy to readdress the statement.

I doubt the Arks themselves could be made meaningfully defensible. They're too big to be manoeuvrable. Yeah. The Kett have access to Dreadnaught-tier ships. The Arks would basically need to get the Quarian Liveship treatment, and the Quarians only did that because they knew they were going to war. Plus, it's probable that 1) the Arks do not have the space for capital ship weaponry, 2) this could complicate their journey through dark space, and 3) the Council can only overlook so much. Civilian ships armed with Dreadnaught-tier weaponry? Not in Council space, thank you very much.
