Can't get Jaal's ally quest to progress.

I've done everything for "Friend or Foe" and it has been sitting on hold awhile, waiting to set up a meeting with Akksul. I've freed the Moshae - in fact my main/priority quest is now "Hunting the Archon." I have not pursued Hunting the Archon yet, though. I did some side quests, including helping Havarl's scientists. I'm already level 24 - I've done quite a bit. Still no message from Jaal to meet Akksul. When I look up help topics online, it just says to wait. I've done nothing to piss Jaal off, either - in fact he's interested in my Ryder. I talk to him on the Tempest constantly. I take him on all missions. No meeting with Akksul.

So........is this quest bugged in my case?
