Yeah, I'm calling it fitness cause I can't remember what it is called in mea.
Which is better? The 30% base more shields or the better recharge rate? I've been taking the recharge rate but am not sure which is 'deemed' more valuable.

If you have some skill which scales based on your max shields, you should probably pump them up.
If your only way of recovering shields is letting them recover on their own you should probably go for regeneration.

I've been taking the recharge rate but am not sure which is 'deemed' more valuable. Depends. On the Duelist (Vanguard) extra shields is better imo but on all not charging ones I take faster recovery. Patch notes aint say shit dough...

Do you have a way to restore shields to full such as Vanguard Charge or Saving Barrier? YES --> more shields / barrier NO --> faster recharge time

As a good rule of thumb: If you have powers or abilities that restore a percentage of your shields, go for A. If you're an infiltrator or a sniper or generally a hit'n run player, go for B. Otherwise it probably won't matter one bit.

Dependent on the kit and the difficulty. If damage is high enough on a difficulty you're living on shieldgate anyways so recharge would be better.

If you have some skill which scales based on your max shields, you should probably pump them up. Just to complement there are some classes, e.g. all vanguards, Angara Insurgent, Salarian Infiltrator, etc, that are better with max shields because they have other means of recharging them. For the classes that doesn't have a shield recharging method, as said above, regeneration is usually better.
