Someone please explain reasoning behind this. They have little interest in science and technology, next to other races. They are disorganized, have no unified government or stable social structure, still living in a "primitive" clan societies, fighting endlessly against one another. Their economy and information network is also most likely poor. When it comes to military tactics and strategy, they rely more on brute force than anything else. Their numbers and raw strength mean nothing in this setting...one bomb in this age can wipe half of planet. And tactics and technology are what matters more in starships warfare. They kind of seem more like a sci-fi equivalent to orcs, but still living with the same mentality/values as their fantasy "cousins".

The point where you're wrong is "numbers don't matter". They did very much matter in the history of the MEU, and the krogan almost overran Citadel Space before the genophage was created. Yes, you can wipe a planet with antimatter bombs or FTL missiles carrying nuclear warheads, but then the planet becomes uninhabitable, nobody wants that. So in any interstellar conflict, there's still a lot of ground combat, and krogan are masters at that.
Quarantining their systems may have been an alternative to the genophage, but that requires a lot of ships, and any krogan female that escaped could become a big threat in fairly short order. The only other alternative was genocide, and one of the goals of the genophage was exaclty to avoid that, to cull the krogan but *not* kill them off.
