I've also updated to the newest Nvidia drivers ( 980 ti ) as well as the Windows 10 creators update. I already set the Nvidia options to 4:2:0 12bpc. HDR is working on the windows desktop ( thanks to creators update ) and I have also tested Hitman and it works there as well. Using a KS8000.

Hey there I have the same issue. The new option in Windows can be activated or deactivated but Mass Effect doesn't work anymore with HDR. Before Creators Update it was working well.
Besides HDR Mode in Windows looks awful. Hopefully they fix that, washed out colors, bad font display and so on.

I've never been able to activate it, 1060, i5. You need a TV/Monitor and Receiver to support HDR.

HDR is broken in the latest nvidia drivers. They are currently working on a new driver to fix it.

Huh? There are no monitors that currently support HDR. I know that Acer and Asus are making 4K HDR monitors that support Nvidia G-Sync, but those are rumored to be releasing in June. LG also has a 4K HDR monitor in the works, but it's not out yet. Unless you are just using a television that supports HDR, I'm fairly certainly there is no other way of getting HDR for PC at this point in time.
Not enough games have HDR on PC yet, so the feature is still largely neglected and rare. Hopefully that will change by the end of the year when I build my new PC and get a G-sync 4K HDR monitor.

Yes but some people like me play on a 65inch TV or so. Since small PCs are getting more popular.

Try to disable Adaptive Brightness or Night Light? Adaptive Brightness is in advanced power settings, Night Light is in display settings.
