Didn't they vet these people before shipping them off to Andromeda? How did so many people become exiles? I have literally killed or run across more exiles than regular people. How did they get to all these planets in just a year? How did they build all these settlements yet the Initiative can't even build an outpost until Ryder comes along? Why are there so many criminals?
It's as if they emptied Omega and just shipped them all off on their own ark ahead of time.

Long been noted, they are certainly proliferating and doing very well for themselves
A canon reason may be neural degradation from cryo or idiosyncrasy predisposing many to such. Also, they began as security forces, already martial, and went through desperate dog eat dog times
Furthermore with some emphasis on being a civilian initiative, AI may not have recruited the brightest officers on the block. Who may want to stay and defend their homes in the Milky Way anyway.
Milky Way governments will also frown on the poaching of their military personnel for private purposes - so it could well be that AI recruited straight outta Omega

Yeah, but we are talking about being there for a year or so. That is such a short period of time for the vast number of gangs, organization and settlements they have had. Very hard to believe.

Well back to your earlier point, maybe they did recruit direct from Omega. Perhaps the Systems Alliance and the Council generally are in fact taking precautions against the Reaper threat. This will leave slim pickings for available security personnel
Would be very foolish of course, but Addison seems comfortable hiring outlaws going on the honor system, without some way to enforce the will of the Initiative

You never know how people are going to react to a crisis until you're in the crisis. You have people who were promised seven "golden worlds" that they'd be able to start settling. Instead what they wake up to find is that their vessel has been shredded by a dark energy cloud, killed an untold number of people, they're left with incompetent leadership and insufficient supplies, and none of the worlds are suitable for colonization.
And once you throw people out of civilization, they tend to get uncivilized pretty fast. When life becomes a struggle for survival, people do what they need to. When they find themselves in a situation where the rules no longer apply, they tend to have a moment of realization that they no longer need to inhibit themselves. Also Lexi figures out that a lot of the exiles are suffering an unforseen side effect of cryosleep that has altered their brain chemistry and heightend their aggression and antisocial behavior.

Agreed on all points. My angle, though, is the actual logistics of organizing that quickly. Let's say the uprising and exile happened a few months in. That would mean Kadara and the other Outlaw settlements are organized, camps founded, recruitment, etc., supplied and exploration all within about 8 to 10 months. That is impossible. Plus, the sheer numbers don't make sense.

I mostly agree; either their numbers are inflated for the sake of gameplay and non-canon, or a significant % of the Nexus' 20,000 citizens were exiled. And that's after a bunch getting killed in the Scourge. I'm talking at least 10%, going by gameplay.
The Nexus uprising is only said to have killed "dozens" in a news broadcast, which also seems unlikely.

Thats literally how the game explains this away - its actually not as bad as killing thousands of them considering that there are less than 100K milky way people in Andromeda.

Yeah, their numbers are pretty damn ridiculous. Even if we accept the explanation that cryosleep can do a number on your brain, it still begs the question as to exactly how many hundreds of people (if not thousands) were exiled by Tann. And why so many were awakened from cryosleep in the first place.
I think at least a full half of the outlaw gangs in the game (and certainly all those on Elaaden) should have been Angaran bandits and/or Roekkars. It makes far more sense for the natives to produce these bandit gangs and other lowlifes. Let the more organized bands on Kadara be Milky Way outlaws. Leave other, more random enemies as angry Angarans.

Indeed, they were the ones who achieved First Contact, not Ryder

As far as Kadara Port is concerned, it already existed. The Exiles merely took it by force (most of them were Security/Ex-military). Elaaden is a bit harder to explain, but one would believe most of the folks who left for Andromeda were likely survivalists and very resourceful to begin with. Ultimately, BioWare won't let lore reasons ever get in the way of quality gameplay.

Kadara port was an Angaran port. Elaaden seems to be made of those snap and build pre-built colony homes that can be snapped together in a matter of days somehow, judging by our own outposts.
As for the people themselves? No idea. Fodder for gameplay I guess. It's like ME3 throwing so many Banshees at you despite there being so few Ardat Yakshi.
