Read the codex in The ME trilogy. You were not allowed to use dormant mass relays. It was what started the first contact war. It is a way to get around that by going to another galaxy. Although I will admit it was done because they didn't want to deal with the ME3 endings.

Ah, this again. They weren't allowed to activate Relays if they didn't know what on the other side. But most of the time they couldn't check it because of, you know, empty space between clusters and discharge issues, the exact problem ODSY solved.

Would have been better if it had been a colonisation effort to an undiscovered star cluster with an inactive relay. Would have required a canon ending though I guess.

But seriously, how boring of a name is "The Milky Way"? Wouldn't you spend trillions of credits to move to a galaxy with a much cooler name like "Andromeda". It just has so much more pizzazz. A certain je ne sais quoi that "The Milky Way" does not have. Right?

I always kind of assumed that the Andromeda Initiative was a backup plan for that "what if" scenario, but I have yet to see that actually mentioned in the game, unless I missed something.
