the word "can" is the big word here
it sucks that turbocharge (aka andrenaline) Doesn't have a 40% shield restorable like in me3
with the 7 shot super charged vanquisher with ALSO a 5 shot clip size like the human infiltrator
sadly, the human soldier lacks survivability, and is among the squishiest character in the game, so sustained DPS is very difficult if he gets aggro. But if there's a good tank in the party, then in that situation, the human soldier "can" out DPS the human infiltrator

Turian is better. You get 6 frags instead of 5, plus maxed out fortify is a beast since you can stun enemies around you.
