certain dialogue options in the game has Ryder talking as if the Vault is already active on Elaaden, and it's not hard to hit 40% viability before the vault is even active.
Was the Vault on Elaaden already working and just doing a piss poor job?

so, it's a botched planet or something? Maybe there were never any plans to put a vault on Elaaden? I just settled the colony and I'm already at 99% viability, vault is still not on.
