Found this on the interwebs

Once you have completed either Havarl or Voeld, you can return to Eos and the rest of the map is opened. All radiation is removed and you’re free to explore different areas that were previously inaccessible.

Is it accurate?

Sorta, but it's a video game, there is something specific that triggers it.

Yea I just can't pass up the chance to flame Bioware over this pig

After you start the vault and install an outpost, all you have to do to get Rad cleanup is leave and go to another planet, it is not time based, like it should be.

Voeld on the other hand, cold hazard areas never seem to change, you get the message that the planet temperature is rising but I never seem to see that affect no matter how many times I go back.

I'm pretty sure the radiation clears after you visit Aya for the first part of "A Trail of Hope", kind of like how a bunch of other stuff unlocks after you visit Kadara for the first part of "Hunting the Archon". You don't need to finish that quest to do it.

Hopefully that's a bug. Then again, it did make the Voeld Architect fight fun.

LOL yea having to endure a level 2 hazard while fighting a very long fight was a real challenge. I did a lot of jump jet hopping on that one

To answer the question...

I specifically received the Radiation clearing cut scene with Kallo and Suvi after helping the scientist on Havarl AND rescuing the Moshae on Voeld, no sidequests completed on either planet.

The cutscene triggered BEFORE returning to Aya with the Moshae.

(it would be interesting to note if the trigger is both or if only rescuing the Moshae is required)

Yeah, that's when the cutscene triggers, but you can visit Eos before that and the radiation will have cleared.
