Jaal is naked because he was wearing Liam's outfit before Ryder walked in. He had to stay naked because Liam was going to put his outfit on and he had nothing else to wear. Liam and Jaal didn't get along when they met and decided to work things out as Angara do. As for Jaal's naked model, it's the same one used in a key plot scene, so they just had some fun with it. Also the writer for Liam wrote Sera in DAI, so if he makes no sense, there you go!

That surprises me. Sera is my favorite DAS character because she is the opposite of cliche. She isn't a pretentious intellectual or a member of some elite secret order, she is just a regular gal trying to do good. I was devastated that she is lesbian. Liam on the other hand is just bland as bland can be. He is basically Jacob from ME2, although Jacob had some depth to him.

Yup I'm on my first playthrough and I brought them both on Voled (not knowing about the scene).

So seeing that scene afterwards was actually neat, because it connected on a contexual level.

For some fan service Bioware could have just let Jaal walk naked out of the shower or something, would have made more sense than armor swapping. I mean, there is no way he would fit into human armor, anyway. And whatever armor piece Ryder crafted for Liam didn't even show up in that scene.

I agree, it was. And like I said before, it would have made a bit more sense if both would have been completely naked - perhabs just to make fun of Ryder or so. But well, I guess that would have been too much of an affront.

About the whole "naked" discussion. Honestly I would have expected BW to finally show some balls and actually show "some balls" in their romantic scenes. Almost everyone is ok with it that the girls are shown in their natural beauty. Boobs are perfectly fine, a glimpse of a completely naked female body is perfectly fine whereas the guys are limited to "butts only". Wouldn't that be so hard to do and handle both gender equal? But well, I guess that would be too "mature" in a game and for a lot of gamers.
