It wouldn't surprise me if it's identical across the board

With the exception of Asari Duelist's sword and Krogan Gladiator's hammer I haven't noticed any to be stand out different.

Base damage is damage you do to enemy bases.

From my testing it's 250. Class and race don't make a difference.
Also the hitpoints on normal grunts is 750. This amount is multiplied by 2 and 3 respectively for silver and gold.
So the hitpoints for a silver grunt is 1500 and 2250 for a gold.
Equation for damage is FinalDamage = Base Damage * (1+ Modifiers)
For instance: Kroguard if you take all melee bonus damage is +225% damage.
250 * (1 + 2.25) 250 * 3.25 = 812 melee damage assuming all criteria is met to achieve all bonus melee damage.
This means on gold level it will take 3 melee hits to kill a standard grunt on gold.
The testing I did however was before the last patch with interruptible melee. Could be slight differences, however I haven't noticed any.

Force effects have two major influences.
Each enemy has a force threshold, if you overcome this the enemy gets staggered, if you don't nothing happens. As an example in me3 on platinum an atlas had 2000 threshold, so an attack with 1999 force would not stagger them, but an attack with 2000 would.
Rag-dolled (floating) enemies take damage every time they collide with something based on the force of the impact, so hitting a floating enemy into a wall will deal more damage based on the force of the hit, this is how the damage caused by throwing enemies at other enemies is determined. It also effects how far they get moved.
