Multiplayer error when playing with friends

Actually, this does sound like what used to happen on PSN (and to a lesser extent on XBL, as well.)

It has been a while, and I no longer really remember the more advanced solutions, but here's what I do remember:

- Try having the unaffected friend host the game. Sometimes you will be unable to hear the one you can't connect to, and vice versa, but will still be able to play the game together as long as you have a third party host.

- You could look into opening ports, although that can be very lengthy and tricky if you don't know what you're doing. If you do try this, get advice before playing around with your router (your provider may be able to help you, but if they try and charge you money to fix the problem, look for someone who'll advise you for free.)

- One or both of you may have NAT setting issues. If you're on Xbox One, that's almost certainly the problem: Xbox One has its own NAT settings (MS insists this isn't true, but numerous tests have confirmed that it is.) It can be very difficult to address the bug where Xbox One imposes a strict NAT setting when your router doesn't. There are a few YooToob videos with workarounds that can temporarily fix the problem, and I've managed to address it that way a few times (other times it won't work no matter what I do.)
