Snipers do more damage to armor because of a hidden armor penetration stat, so I'm wondering if the receiver mod increases damage to armor.

Dont think so as the receiver mod does not work like it did in ME3. The mod is just for penetrating enemy cover, walls etc. I personally find it useful with assault rifles atleast. Oh finally this mod does nothing on the PAW. That weapon cannot penetrate.
