Is there a way to access it/change its colors? I know it shows up briefly towards the end and I saw a video featuring the outfit in different colors.

It's based on your armor color scheme. You can see the underarmor under most, if not all, of the different armor sets we have. Maybe the Heleus Defender armor doesn't show it, but other than that...

It's colour is the same as your armour, as it can be seen underneath sets like the Pathfinder & AI sets, particularly the more leather-like abdomen. Seemed from promo footage that it was intended for you to wear your underarmour suit as a possible casual outfit, shame we can't really.
