Ignoring the fact that for some reason the meeting with the Council (or only with Anderson) is not a mandatory part of the main plot in ME2, I have been thinking… Shepard can accept or "shove" the Spectre reinstatement' offer in 3 cases out of 4. But if the Old Council was not saved during the Battle of the Citadel and Donnel Udina is human Councillor, then there is not even a symbolic offer of reinstatement. So not only the new Council refuses to meet with Shepard, both Anderson and Udina kind of wash their hands of Shepard. They both point out that there is no official records of the meeting and they’ll deny/mitigate their involvement. I suppose, my question is: how realistic or solid is Admiral Anderson' shielding for a rogue Spectre who 'in cahoots' with pro-human terrorist organization, an avowed enemy of the Council ? [This is treason, a capital offense.] Anderson can't squeeze anything from the Council or Udina. Except for Alenko or Williams, why the Council does not send any other investigators concerning Shepard's activity? Apart from the demand of the plot, why Shepard was allowed to roam free without any detention?

I think Anderson can easily say the Shepard was involved in an undercover operation. Admittedly, I always get Shepard reinstated as a Spectre, but I headcanon things like that anyone. It's actually the only thing that makes sense to me given that Shepard had previously fought Cerberus in ME1.

I think Anderson can easily say the Shepard was involved in an undercover operation. The thing is, is that the Council is Shepard's boss, not Anderson. Shepard was officially presumed KIA and now resurfaced with the Cerberus and new tales about the Reapers. Shepard should've been able to report to the new Council too... Bah! At least there is no "ah, yes, Reapers!" embarrassment.

Yes, but if Shepard is considered dead, and the Council isn't [necessarily] claiming he's working for them, Anderson can pretty much say whatever he wants. If he's reinstated, then he's undercover for the Council. If not, he's undercover for the Alliance. Either works. Naturally, he wouldn't reveal any of this until after Shepard leaves Cerberus. The fact that Shepard parts ways with them should work in Shepard's favor. Also, with Arrival DLC, Hackett even visits Shepard on the Normandy SR2, regardless as to whether or not Shepard has parted ways with Cerberus. That would go a long way toward suggesting Shepard is not a traitor.

As soon as my Shepard learned the Alliance made no effort to confirm her death, she wanted nothing more to do with them. She would tell whoever to stuff the spectre status where the sun doesn't shine. As far as the Anderson guy shielding Shepard. He can say whatever he wants. My Shepard would, and its too bad Shepard couldn't, go to the media to tell them that the Alliance isn't making any effort to find a way to stop the reaper threat.

My Shepard would, and its too bad Shepard couldn't, go to the media to tell them that the Alliance isn't making any effort to find a way to stop the reaper threat. Actually, Shepard should go to the media and say that no Council race is making an effort to find a way to stop the Reaper threat. It's not just the Alliance. But, really, I just replayed the beginning of ME2. Aside from not getting into an escape pod, Shepard was also losing air from a leak in his suit and then fell into the atmosphere of Alchera. Anyone reasonable would assume that his body burned up in the atmosphere as it plummeted to the ground. I can't supply you with the physics but just the falling from orbit to the ground should have left nothing. Even if he didn't burn up, the impact would obliterate him. The real disconnect here is that there was anything to be found. (That, and Shepard both having his helmet keep his brain intact but also still being on Alchera.) I had heard one ME3 plan was to have Shepard go independent. He'd be ex-Spectre and ex-Alliance. That could have been cool watching him go around getting people to follow him because they recognized he had been right for the past 3 years.
