I really don't see the difference between this, and the info we have by pressing pause.
edit: After reading comments below, it seems to me that people just want to see Ryder lift his/her arm before going into the pause menu. The only thing the pause menu really needs is the addition of Tempest stuff (email accessibility, strike team, etc). Aside from those things...we already have everything we need in the pause menu. I don't see what this omni-tool animation would add...other than an extra animation.
The only difference between the current pause menu and the picture in the op, is that we don't see Ryder lift his/her arm like in Fallout/Dead Space.

It should be a mobile way of scanning, emails, vidcon, strike team management, and perhaps managing ongoing missions/tasks. They missed out on making it cool and useful from what it could be/have been. Having to return to Tempest or hubs is a time filler/waster.

It certainly sounds like a neat idea, but I'd have to see an interface in practice before I could really decide if it really solves any apparent problems navigating and pursuing quest markers.

I guess it was simply too big. It takes up a lot of screen size, and can obscure things (like an attacking enemy, or the end of a cliff).
Also - Implementing an touch-interface in three dimensions can be a big challenge if the surroundings have to be animated too. It could be possible if the surroundings are frozen (so the interface always stays on the same "virtual" place), but I think it would take a lot of processing power if you want to implement that dynamically.

If it didn't pause during use you could end up getting attacked or lose the timer on your environmental shields while looking at the map which people would complain about saying it isn't fair for this to happen while looking at the map/inventory etc. If it did pause the game while looking at the omni tool the people who complain about lack of realism would get on them saying that this isn't a proper representation as you should be attacked and time should flow while using it. The going to another screen seems to be a decent compromise.

Seems like a no-brainer. I can access my email, maps, messages, etc from my phone today...800+ years in the future you would think they would be able to figure out how provide the same info via omni-tool.

I think the simplest explanation is that it was cut due to time constraints. The Journal and the Map are probably the last systems to be finalised, and given that ME:A had more significant issues prior to launch this just got left by the wayside. It's clear little thought is put into it; quest tracking is the largest barrier to narrative coherence this game has
The scanner is a crucial addition, as it represents the survey and exploration aspect of the game's premise. It just seems under-developed as a game system given the amount of narrative it has to shoulder. Someone wrote all those scan entries, after all. It would have been nice to archive them so we could re-read them.
And it may be a case of just re-organising stuff that's in the pause menu, but if it does it in a way that enhances immersion, that's a good thing.

The picture looks nice, but we don't really know how would it work as a part of the UI\real gameplay. E.g. scanning interface is not the best example of in-game visuals (and it also prevents you from, say, using a power.
I totally agree that restricting e-mails (!!) to the Tempest is dumb. Those 'forward stations' should have them (along with the craft\research).
Hovering transparent map (a-la SWTOR) could have worked too (anything is better than stupid 'navbar', really).

the Dead Space hologram-thing That's definitely it's official name from now on as far as i'm concerned. And yeah it was great. For me, the problems with navigating maps in andromeda start and end in one place - The decision to move to the compass.

This, and I gues they couldnt make it work... just like manhoods in previous games. "Thought it could be cool, started working on it, but then decided it is not worth it." And maybe they scrapped it, because it looks/works just like a more technical pipboy, and with the openworld and their filler, the game already feels like FO4 (and do not start another FO4/MEA filler quality discussion here, thats not the point)

Not to mention that putting it in a game has been done for years in Fallout with, as mentioned in a post above, a pip boy. The Pip Boy made me unstoppable. I can drink gallons of purified water while a death claw is right in front of me. Up until Fallout 4. Try that now unmodded. It no longer stops time. It just slows it down a little. And it's implementation is pretty bad when you have several targets overlapping each other in the distance. I can't get my head shot in because the mutant that's 20 feet in front of me is dominating my mouse pointer instead of clicking on the target that is much more dangerous and about 60 feet away. Close quarter combat, VATS is impractical unless you're playing ninja-style.

Concept art implies a concept to have art made for. Be interesting to know how far along the concept was until it was abandoned. It appeared he was working on UI which probably got subsumed by UX. You see it concept cars all the time; looks cool as fuck but it's impractical as hell from a practical design and user experience perspective. I will say that I really liked the female preset appearances he has on his page. Fucking gorgeous.

Verizon Andromeda requires an extra fee for that or checking your AVP.
